Technical specifications

This document gives the list of all the technical specifications approved by the BSEI with the names of the bodies that manage them. The AFGC and AFIAP technical specifications are downloadable below.


Translation of the CTP: Technical specifications applicable to tanks under earth backfills intended for the storage of liquefied flammable gases

Approved by the French Industrial Equipment Security Bureau (BSEI) decision No. 13-028 dated 21 March 2013, the new edition of the professional technical specifications “applicable to tanks under earth backfills intended for the storage of liquefied flammable gases” has been formalised. This revised edition takes into account the rules of good practice and experience acquired from the in-service monitoring of this type of tank over several decades. The field of application of the professional technical specifications has been extended to tanks of less than 120m3 and to tanks built in accordance with the 1943 texts as regards their in-service monitoring. The new specifications also address the provisions applicable to CE tanks under earth backfills after being operated in the open air and specific rules for significant interventions (or not) with or without banking.

A work group will be launched shortly to establish the feedback about these technical specifications. The terms of participation in the GT, imposed by BSEI decision No. 13-028, will shortly be available on the website.

The provisions of the first specifications (152.03A-11) replace the provisions that were applicable to the thermally-insulated tanks storing carbon dioxide or nitrous oxide that featured in the T/P ministerial decision circular 16620 dated 18 December 1979.

These technical specifications are applicable to pressure equipment made from metal defined in the following paragraph that are subject, because of their volume and pressure characteristics, to the provisions of French Decree dated 15 March 2000 (amended).
The equipment in question consists of thermally-insulated, double-walled containers used for producing or storing liquefied gases at low temperature: oxygen, nitrogen, rare gases (helium, neon, argon, krypton and xenon) hydrogen, nitrous oxide, carbon dioxide and mixtures of these gases, provided they are physically and chemically compatible, ethylene, natural gas and Crylene®. Thermal isolation is achieved by maintaining a vacuum in the space between the walls, with the possible addition of an insulator in this space.

Compliance with the specific design and production provisions applicable to this equipment, described in these specifications, enables operators to benefit from monitoring procedures in operation that avoid having to drain the tank during inspections.

These technical specifications are applicable to pressure equipment in metal materials which, as a result of its volume, DN and pressure characteristics, is subject to the provisions of French Decree dated 15 March 2000 (amended).
